European legislation on explosives precursors

Precursors are substances that can be found in everyday items and can be misused to make explosives. The availability of these substances is therefore restricted by European regulations. As of February 1, 2021, European Regulation 2019/1148 on explosives precursors applies. This is European legislation, which also applies in the Netherlands.

What does this mean for you?

The legislation imposes obligations on partners selling items containing raw materials for explosives. These obligations are set out in European Regulation 2019/1148 and in the Dutch Explosives Precursors Act. Read more on the website of the NCTV. As an online platform, bol is legally obliged, according to the applicable legislation, to report suspicious transactions, disappearances, and theft of items containing certain raw materials to the Reporting Point for Suspicious Chemical Transactions. Please note: this reporting obligation also applies to you!

What does this mean for your offer?

Via bol, you may only sell items (without a permit) where the quantities of the specific raw materials are below the limit values as stated in the law. Therefore, it is mandatory to fill in the product attributes with the concentrations, i.e., how much of each raw material the item contains. Make sure to fill in these concentrations carefully.

In addition, it will soon be mandatory to upload the safety data sheet for a number of items. This specifically concerns the following product categories:

  • Car additive
  • Fertilizer
  • Drain cleaner
  • Compost
  • Pool cleaning products
  • Paint stripper
  • Primer
  • Vehicle maintenance product
  • Solvent

Please note

It is important that the concentrations you enter for the item are the same as the concentrations stated on the safety data sheet for that item.

Items possibly offline as of June 1, 2026

If you do not provide this information or if a check reveals that the percentages on the safety data sheet differ from the product page, we will take the item offline. We will also do this if the concentrations of the specific raw materials exceed a certain limit value. The specific limit values can be found in the annexes of European Regulation 2019/1148. As of June 1, 2026, we will no longer allow unbranded items containing precursors. These cannot be adequately checked.
