New European packaging legislation (PPWR)

The PPWR is a European regulation that sets new requirements for packaging placed on the European market. The rules apply to almost all packaging, regardless of the material they are made from. Online sales are also covered by these regulations.

The legislation focuses on, among other things:

• reducing packaging waste
• improving recyclability
• using more sustainable materials
• more transparency about packaging and packaging flows

The different parts of the legislation will be introduced in phases between 2026 and 2030.

The PPWR applies to almost all packaging entering the European market, regardless of the material. Sales via bol are also included. Do you sell packaged items? Then you will likely be affected by this.

You are responsible for complying with packaging rules in the countries where you sell. Often, you also need to comply with Extended Producer Responsibility (EPR) rules. The exact obligations depend on your role: for example, manufacturer, importer, or distributor. You must also be able to demonstrate that your packaging complies with the rules, for example, with information about material, weight, and recyclability.

Currently, bol does not actively enforce PPWR obligations. There is no system yet that allows us to check registrations on a large scale. As soon as that changes, we will let you know in good time. Please note: even without enforcement by bol, you remain responsible for complying with the law.

Then it is important to distinguish between shipping packaging and item packaging:

• For bol-branded shipping packaging that bol adds during the fulfillment process (shipping box, tape, void fill): bol ensures compliance with the PPWR for this, as bol adds this packaging. If bol places this packaging on the market, such as with Logistics via bol (LvB), bol is responsible for it.

• Item packaging of your own item: you remain responsible for this, even if you use LvB. This includes registration, information about the packaging, and any documentation. This depends on your role under the PPWR. For example, manufacturers, importers, and distributors have different obligations depending on their role.

In addition, you must be able to demonstrate that the packaging you offer complies with the relevant laws and regulations. This may require information about, for example:

• packaging materials used;
• weight of packaging;
• recyclability;
• any conformity documentation from suppliers or producers.

• Check which EPR obligations apply in the countries where you sell.

• Arrange any mandatory registrations in time.
• Collect packaging information, such as material, weight, and recyclability.
• Request documentation from your supplier or producer that proves your packaging complies.
