Legally required content for cosmetic items

European legislation and the Dutch Food and Consumer Product Safety Authority (NVWA) prescribe labeling requirements for cosmetic items. These legal requirements also apply to items sold remotely (online).

In February of this year, we announced that we would start enforcement on April 1st. This has been postponed to July 1, 2025. This gives our partners more time to prepare properly and provide the correct content. In this news item, we inform you about the mandatory content fields (attributes) and enforcement for cosmetic items.

What are the requirements for cosmetics?

As a partner, you are responsible for providing this required information correctly and completely for the items you offer. The following content must be filled in completely and correctly:

  • Ingredients;
    List all ingredients with their INCI naming and ensure that this is always up-to-date and does not contain prohibited substances (see Annex II of European law). As a partner, you are responsible for this.
  • Manufacturer name;
    The name of the manufacturer listed on the packaging (this is not always the same as the details of the responsible person).
  • Manufacturer address;
    The (correspondence) address of the manufacturer listed on the packaging (this is not always the same as the details of the responsible person).
  • Shelf life of unopened item;
    This shelf life is only communicated if the item has a shelf life of less than 30 months and can be identified by the hourglass icon.
    Please note: Single-use items, aerosols, and/or pressurized items do not have an expiration date on the item at all.
  • Shelf life after opening;
    The number of months the item is shelf-stable after opening. This field is only visible if the unopened item has a shelf life of more than 30 months. It can be identified by the jar icon showing the number of months.
    Please note: There will be no ‘shelf life of unopened item’ found on the item if it has a shelf life of more than 30 months.
  • Packaging language;
    The language(s) in which information is communicated on the offered item.
  • Country of origin;
    State the country where the item was produced.
  • Content;
    The nominal content of the item indicated in weight (grams) or volume (milliliters).

bol strives to provide our customers with correct content. Therefore, we ask you to also pay close attention to the following content:

  • Precautions & warnings
    Any instructions and/or warnings for the use of cosmetic items.
  • Batch/lot code
    For traceability on the packaging that allows the cosmetic item to be identified.

These 2 fields are legally required, but we are not currently enforcing them, as this information is not applicable to every item. As a partner, you are responsible for providing this information if it applies to your item.

Correct content

It is not permitted to fill your item's information fields with incorrect content. Some examples* include:

  • “see label”,
  • “not applicable”,
  • “… the composition of this item changes continuously, please refer to the packaging for the latest version of the item.”

We will take the item offline if we find incomplete and/or incorrect content. If you provide the missing information, it will automatically reappear online.

*As these are examples, no rights can be derived from them.

When will we start enforcement?

From July 1, 2025, we will gradually check and enforce that the mandatory content is filled in correctly.
