Mandatory content for cosmetic items

Labelling requirements have been established by the Netherlands Food and Consumer Product Safety Authority (NVWA) and European legislation for cosmetic items. These legal requirements also apply to items sold remotely (online).
What are the labelling requirements for cosmetics?
As a partner, you are responsible for ensuring this requested content is correctly and fully provided for the items you offer. You can find out exactly what content is required on our Partnerplatform and in the overview below:
- ingredients (in INCI nomenclature). Ingredients must be correctly listed in INCI nomenclature. Prohibited substances are not allowed, and the items must comply with European Cosmetics Regulation 1223/2009 Annex II.
- manufacturer's name
- manufacturer's address
- country of origin
- content (in g or ml)
- number of items in packaging
- shelf life of unopened item
- shelf life after opening (in months)
- item language (the item must be available in the official language(s) of the country where it is offered)
- precautions and warnings for safe use (e.g., for hair dyes). Customers must be well-informed about potential risks
Further explanation of requirements
We would like to clarify some of these requirements further:
- Item language – it is mandatory that the item is available in the official languages of the country where you offer it.
- Precautions and warnings – items may contain precautions and warnings that the customer must be informed about.
- Ingredients – it is mandatory to enter the ingredients using INCI nomenclature. Furthermore, no prohibited substances may be present in your items, and they must comply with European Cosmetics Regulation 1223/2009 Annex II.
Additionally, the batch/lot code for traceability must be present on the packaging. However, this is not a requirement that needs to be visible online.
Incorrectly entered content
It is mandatory to provide correct and complete content for your offer. Texts such as ‘See label’, ‘See tag’, ‘n/a’, ‘Aqua’, etc., are not allowed and will be taken offline by us. Likewise, adding a disclaimer stating that the ingredient list is subject to continuous change is not permitted.
When will we enforce?
From April 1, 2025, we will check and enforce whether the mandatory content has been correctly entered. Items that do not comply due to missing content and/or incorrectly entered content will be taken offline. Items that are fully and correctly completed will automatically come back online after enforcement.
